News: EU heads agree climate change deal

EU leaders agreed climate change targets, concluding a summit which also brokered an economic recovery package and paved the way for Ireland to stage another Lisbon Treaty referendum next October.

The triple accord commits EU governments to the so-called "Triple-20" challenge - cutting CO2 emissions by 20% by 2020, as well as getting at least 20% of energy requirements from renewable sources, and achieving an overall 20% cut in energy use, also by 2020.

It also committed the EU to a £160 billion UK-style economic fiscal stimulus plan - a mix of tax cuts and increased public spending to help Europe pay its way out of the downturn.

And the summit offered concessions to Ireland to enable the Dublin government to re-run last June's failed referendum in the hope of swinging a "yes" vote the second time around.

The outcome was a triumph for summit host, French President Nicolas Sarkozy - especially as the meeting had been billed as one of the most difficult EU gathering for years.
